When in any complex society
In spite of all laws and
regulations
Cheaters outnumber the
non-cheaters
And the dishonest outnumber the
honest
The only way society can avoid
decline
Is by creating incentives for
honesty
And disincentives for
dishonesty;
Laws, alone, are never enough.
